Fee Relief for Drought-Affected Licence Holders – Applications extended
PrimeSafe has been allocated government funding to provide license fee relief for drought-affected primary producers.
Eligibility
To be eligible, you must:
- Hold a current PrimeSafe licence, and
- Hold a valid Property Identification Code (PIC) that demonstrates you are a primary producer in Victoria.
How it works
- Refunds for valid applications received up to 1 October 2025 will commence in October.
- Applications received after 1 October and before 1 November 2025 will be processed once the application period closes.
- The amount refunded to each eligible applicant will be determined by the number of valid applications received.
- Applications will be cross-checked against data provided by Agriculture Victoria to confirm eligibility.

Livestock Duty Pause
As part of the Victorian Government’s drought support package, there is a temporary pause on livestock duty from 1 October 2025 to 30 September 2026. The pause applies to duty on cattle, sheep, goats and pigs and includes both the requirement to lodge returns and pay duty to the State Revenue Office (SRO) during this period.
What you need to know:
- Your September 2025 return must still be lodged and paid by 21 October 2025.
- Vendors selling on their own behalf will not be required to lodge returns or pay duty for sales between 1 October 2025 and 30 September 2026.
- Approved agents who collect duty from customers and remit it to the SRO must cease collecting duty on sales made during the pause period.
- While lodgement and payment are not required during the pause, customers must continue maintaining accurate records in line with Agriculture Victoria requirements.
